CHEC Port City Colombo
CHEC Port City is the project company of Port City Colombo – Sri Lanka’s first multi-service Special Economic Zone (SEZ). Port City is a brand new city development built as an extension of the Central Business District of Sri Lanka’s vibrant commercial capital, Colombo. It is the largest Public Private Partnership in Sri Lanka to date, with a commitment of USD 1.4 billion (of which, USD 1.1 billion has been invested as of 31st January, 2022).
Spanning 269 hectares of reclaimed land from the sea, Port City Colombo is being built with the latest sustainable city designs and smart city concepts. Port City’s vision is to be a world-class focal point attracting international business and talent, by promoting Information Technology, Financial Services, Maritime, Professional Services and Tourism. The SEZ will be complimented by a liberal and robust regulatory framework and attractive fiscal incentives.
When completed, Port City Colombo will have over 6.3 million square meters of built space, boasting world-class Office, Retail and Residential facilities. To compliment this, Port City will also feature attractions such as a Luxury Yacht Marina, Beach Front Resorts and a state of the art Convention Centre.
CHEC Port City Colombo (Pvt) Ltd is a fully owned subsidiary of China Harbour Engineering Company (CHEC) which is part of China Communications Construction Company Limited (CCCC), a company that ranked 61st amongst the Fortune Global 500 companies in 2021 as well as ranking 4th on the ENR’s Top 250 Global Contractors.

Thulci Aluwihare
Assistant Managing Director
CHEC Port City (Private) LimitedThulci Aluwihare, is a reputed business strategist and financial advisor with International experience in corporate wealth creation through investment, divestiture, capital raising and restructuring with over 20 years of work experience in London, Melbourne and Colombo.
Thulci is the Assistant Managing Director of CHEC Port City Colombo (Pvt) Ltd, which is the Project Company undertaking the development of an extension to the Colombo CBD – the Colombo Port City. It is the largest Public Private Partnership in Sri Lanka to-date with an initial commitment of USD 1.4 billion (of which USD 1.1 billion has already been invested as of 31st January, 2022).
Thulci was a member of the Colombo International Financial Centre (CIFC) – Steering Committee Task Force and worked closely with the Government of Sri Lanka in setting up the first services oriented Special Economic Zone in Port City. With the enactment of the Colombo Port City Economic Commission law, Thulci’s primary role now is to promote investments and create a destination appeal for International businesses to set up in Port City.
Prior to joining CHEC Port City Colombo (Pvt) Ltd, Thulci was the Head of Mergers & Acquisitions at PwC, Sri Lanka and Maldives. He spent 14 years with PwC including at PwC Melbourne office where he was involved in large cross-border MNC transactions. Thulci was also selected to the Global PwC Panel of Trainers for Mergers & Acquisitions and successfully conducted training for Managers in the Advisory University Programs held in Copenhagen, Stockholm, Dublin, Rome, Warsaw and Abu Dhabi.
He is currently serving as a Non – Executive Independent Director of Abans Finance PLC and Ex-Pack Corrugated Cartons PLC. He also serves as a member of the Investment Advisory Panel of a reputed Asset Management Company who manages two licensed Unit Trust Funds in Sri Lanka.
